Treaty on the Non-Alignment and Non-Aggression of the Arctic (TNAA)
Concluded at Verkhurn on the 28th Day of November, Year 2040
PREAMBLE
The High Contracting Parties, namely the Arktika Federation (hereinafter referred to as “the Federation”), the United Pacific Union of States (hereinafter “PUUS”), and the Franzka Union (hereinafter “Franzka”),
Recognizing the imperative to prevent the further escalation of armed conflict and international destabilization following the global ramifications of the Petroleum Conflict of 2040, Acknowledging the geographical and strategic significance of the Arctic region, and the necessity of preserving its neutrality and peaceful utilization for the broader benefit of international security and climate stability, Bearing in mind the unique status of the Federation as a sovereign state possessing independent defense capacity, including tactical and intermediate-range nuclear assets, and the potential volatility such armaments may present in the current global security landscape, Reaffirming their commitment to the principles of the Charter of the Global Assembly, international humanitarian law, and the prohibition of weapons of mass destruction, Desiring to codify the neutral status of the Federation and to establish a framework to ensure the non-aggression and de-escalation of military activities in the Arctic region,
Have agreed as follows:
Article I – Prohibition of Weapons of Mass Destruction
- The Parties shall unconditionally renounce the use of nuclear, biological, or chemical weapons (NBC weapons) within any context of conflict or hostilities, whether internal or international, within the Arctic region or beyond, including in zones of active military operation.
Article II – Protection of Non-Combatants and Detainees
- Each Party shall ensure the humane treatment of prisoners of war and civilians in accordance with international humanitarian law, and shall prohibit the use of excessive force, torture, coercion, or reprisal against such persons.
Article III – Recognition of the Neutral Status of the Arktika Federation
- The Parties hereby recognize and affirm the permanent non-aligned and neutral status of the Arktika Federation. Accordingly, no Party shall undertake or permit military aggression, coercive action, espionage, or covert operation against the territory, institutions, or assets of the Federation.
Article IV – Demilitarization of the Arctic by External Powers
- All Parties other than the Federation shall dismantle or relocate any permanent military presence, including forward-operating bases, air defense installations, naval assets, and special forces units, from within the Arctic Circle. All such assets shall be withdrawn to regions south of the demilitarization line as defined in the Annex to this Treaty, within ninety (90) days of the Treaty’s entry into force.
Article V – Freezing of Territorial Claims and Jurisdiction
- The Parties agree to recognize and respect the existing territorial boundaries of the Federation as final and not subject to revision. No Party shall assert new territorial claims, exclusive economic zones, or extended resource extraction rights within the Arctic region.
Article VI – Disarmament of the Federation’s Strategic Arsenal
- The Federation shall, within a period of eighteen (18) months from the entry into force of this Treaty, permanently decommission and dismantle all intermediate-range and tactical nuclear weapons, ballistic missile systems, and delivery platforms under its possession. The process of disarmament shall be documented internally by the Federation and communicated diplomatically to the Parties on a quarterly basis. No external verification body shall be empowered within the Federation’s territory.
Article VII – Non-Deployment of Foreign Military Contractors
- The Parties shall refrain from employing or stationing private military corporations (PMCs) or foreign paramilitary units for operations within the Arctic region. Any such deployments shall be deemed a violation of the non-aggression principle enshrined in this Treaty.
Article VIII – Civil Aviation and Space Activities
- The Federation retains sovereign authority over its aerospace domain. All civil aviation and orbital operations passing through or over the Arctic region shall be conducted in accordance with international air traffic protocols and with prior notification to the Federation’s Aeronautical Coordination Bureau.
Article IX – Prohibition of Resource Weaponization
- No Party shall exploit Arctic-based energy resources or mineral deposits for purposes of coercive diplomacy, economic blockade, or conditional access policies. Resource extraction, trade, and logistics through Arctic corridors shall remain demilitarized and non-discriminatory.
Article X – Emergency Provisions and Mutual Notification
- In the event of unintentional airspace violations, missile launch detection, or seismic anomalies within the Federation’s borders, the involved Parties shall engage in immediate bilateral notification to de-escalate any potential misunderstanding. Failure to notify shall constitute a breach of this Treaty.
Article XI – Duration and Termination
- This Treaty shall remain in force indefinitely unless terminated by mutual written consent of all High Contracting Parties. Any Party may withdraw from this Treaty with a twelve (12) month advance notice delivered through diplomatic channels, provided no breach of Article I through VI has occurred within the preceding twenty-four (24) months.
Article XII – Final Provisions
- This Treaty is executed in three authenticated originals in the Common Diplomatic Language of the Global Assembly. Each Party shall retain one copy and shall ensure that the Treaty is published in its official governmental records. No Party shall interpret this Treaty in a manner inconsistent with its sovereignty or self-defense rights under customary international law.
IN WITNESS WHEREOF, the undersigned representatives, duly authorized by their respective governments, have signed this Treaty at the city of Verkhurn, on the 28th day of November, in the year 2040.
