개요

중화민국 남경 국민정부(中華民國南京國民政府) 또는 왕정위 정권(汪精衛政權, Wang Jingwei regime)은 중국국민당의 핵심 인사인 왕징웨이가 왕징웨이 공작에 따라 포섭된 이후, 1940년 3월 30일 대한제국의 도움으로 건국한 괴뢰국이다. 그 후 왕징웨이는 스스로 주석 대행이 되어 대한제국과의 화친과 반공을 내세웠다. 전쟁에서 대한제국이 불리해지고 전보다 대중국 조치가 강경해지자 자연스럽게 왕징웨이 정부 역시 쇠퇴하였고, 왕징웨이의 사망 이후에도 간신히 유지되었으나 1945년 6월 16일 대한제국이 패망하자 그대로 해체되어 역사 속으로 사라졌다.

역사

정치

왕정위 정권은 크게 보면 기존 중화민국의 정치체계 대부분을 승계하여 국정을 운영하였고, 여기에는 중화민국의 정통성을 최대한 강조하고자 했던 왕징웨이의 의도가 담겨있었다. 많은 소음을 빚어내고 있던 일본 치하의 중국 괴뢰정부를 반례삼은 대한제국 정부가 별도로 새로운 정권을 만들어내는 대신 기존에 있던 인사인 왕지웨이를 등용하여 최대한 기존 중화민국의 구색이라도 흉내내는 것으로 괴뢰정부 수립의 방향성을 결정한 것도 있었다.

이런 구조에서 나라가 제대로 운영되는 것에는 무리가 있었다. 여기에 1943년을 기점으로 대한제국의 패색이 짙어지기 시작하자 설치된 통감부는 이내 남아있던 주석의 권한을 사실상 흡수하여 단기관에 왕정위 정권의 최고의결기관이나 다름없는 기관으로 권한이 치솟았고, 새롭게 들어선 통감부 내 기구인 정무총서회의는 행정원에서 처리되던 임무를 이양받은 후, 주객을 전도시켜 고문기관의 지시를 받아 행정원이 정책을 수행하는 기형적인 체제를 만들었다.
